[LMH]Adjustments to e3/docs

Since the docs directory is starting to grow into a large tree I'm
going to do some minor surgery on the repository.  It'll be relatively
minor, but all users will notice some errors when they next perform an
update.

During the changes the CVS repo will be unavailable, to prevent any
weirdness with the CVS server software.  This should be unnoticable
downtime on the order of minutes.
