Update web pages

Updated the hacking-intro page with actual mail messages rather than
links to archives.  This way even the non-eleet can read them.  Added
commit policy message, slightly edited.  Please read this if you
didn't read the message on commit policies.  Actually *anyone* who
uses CVS, whether with E3 or not, should read this message, since it
addresses a number of commit issues that users should be aware of.
